3 GENERAL NOTES ON HEALTH AND SAFETY

3.1 Medical and First Aid

3.1.1 Student Health Service

The Student Health Service provides a comprehensive medical service under the National Health Service, staffed by doctors and nurses, for students of the University and of Bradford and Ilkley Community College. Some of the facilities are also available for staff.

The Health Centre and Sick Bay are situated at the Halls of Residence, Laisteridge Lane which is a few minutes walk from the main campus. All consultations and treatment during working hours take place at the Health Centre. The Sick Bay accommodates students who need nursing care and provides "out of hours" nursing and medical advice.

The service is mainly for the benefit of students living away from home but as far as possible an emergency medical service is provided for all staff and students.

The initial responsibility for emergency First Aid lies with the Security (and Emergency) Service. (See also section 3.3).

3.1.2 Occupational Health Services

The staff of this service comprises the Medical Officer (Occupational Health) and the Occupational Health Nurse. The Service is intended to provide staff with advice and assistance with health problems which may be related to their work.

The Occupational Health Nurse is based in room A3 in Revis Barber Hall, the Medical Officer (Occupational Health) is based in the University Health Centre. Both of these buildings are on the Laisteridge Lane Site.

3.2 Persons with Disabilities

Procedures exist for dealing with the admission to the University of people with physical disabilities and for their supervision after admission. Students or staff in difficulty as the result of physical disability are advised to consult the Co-ordinator for People with Disabilities.

Staff or students who have haemophilia, epilepsy, asthma, allergies, diabetes, or other metabolic impairments, chronic cardio-vascular or lung impairments, severe visual defects or deafness are strongly advised to inform their supervisor and the Medical Officers.

Staff or students who are aware of, or believe they may have, HIV or Hepatitis are strongly advised to inform the Medical Officers so that appropriate precautions can be taken, and arrangements made for treatment if required. All individuals can be assured that they have the right to privacy, and that confidentiality will be maintained.

Staff or students who have a defect of colour vision which is likely to put them at risk in work areas or in using processes in which colour coding is used are strongly advised to inform their supervisor of this important fact.

Personal Evacuation Plans

Persons with limited mobility or visual impairments, and deaf people are advised to have a personal evacuation plan. In partnership with the individual concerned, a plan is designed to meet their personal needs in case of an emergency which would involve evacuation from a building. The plan will be practised as part of the fire drill and may incorporate provision of a place of safety or refuge; use of an evacuation chair; an alarm for a deaf person; and trained volunteers providing assistance.

3.3 First Aid Facilities

First Aid boxes are provided in the Richmond Building Security Office and in some laboratories, workshops and offices. You should find out the location of the nearest box to your workplace.

All Security staff are trained in First Aid and will assist at any time. They will decide on the course of action to take for the more serious emergencies.

In addition some other members of the University staff are trained in First Aid.

Trained first-aiders who are not members of Security staff should notify Security as soon as possible after dealing with an incident or if they find they cannot cope. In some emergencies the person on the spot may have to act even if untrained.

3.4 How to Administer First Aid

If you are not yourself a trained first-aider:

In the case of accident or sudden illness, first notify the Security (and Emergency) Service at once by ringing 4499. A local trained first-aider may also be available to help you; if so, call for their assistance after you have summoned help from the Security (and Emergency) Service.

3.5 Provision of Rest Rooms

The following rooms are allocated as Rest Rooms:

Anyone experiencing difficulties over the use of these rooms should notify the University Safety Adviser or the Occupational Health Nurse.

After an Accident follow this Schedule:

If the patient:

is in DANGER - remove from danger or the danger from the patient

is NOT BREATHING - give artificial respiration (see below)

is BLEEDING - stop the bleeding

is UNCONSCIOUS - place in the approved recovery position

has BROKEN BONES - immobilise

has OPEN WOUNDS or BURNS - cover

has MINOR INJURIES - ignore these if there are more serious ones.

TREAT THE PATIENT ON THE SPOT UNLESS THERE IS A DANGER OF FURTHER INJURY.

GIVE NOTHING BY MOUTH.

DO NOT EXPOSE YOURSELF TO THE DANGER OF BECOMING A CASUALTY YOURSELF.

Not Breathing: Artificial Resuscitation

If the patient is not breathing, clear the mouth of false teeth or obstructions and pull the head back as far as possible. If the patient still does not breathe, blow deeply and slowly into either the nose or mouth while blocking off the other. Watch the chest rise, let the air out and repeat every four or five seconds. Continue until breathing is restored. A resuscitator, an automatic artificial respirator, is kept at the Security Office in the Richmond Building and in the Health Centre at Laisteridge Lane. Send for it but do not await its arrival, SECONDS COUNT. A Security Assistant who is trained in its use will be on duty at all times.

Make sure that an ambulance has been called for.

Fits

Patients in fits should not be restrained unduly but should be prevented from injuring themselves. DO NOT INSERT ANYTHING INTO THEIR MOUTH.
